Purpose of the Position (Job Summary)
Responsible for developing, standardizing and governing all technical rules, engineering standards and best
practices applicable to chemical plant design, operation and maintenance.
It will ensure that organization’s plants and projects are designed, built and operated in compliance with
international codes, statutory regulations and internal safety and quality requirements.
This position acts as the custodian of engineering governance and technical authority across disciplines.
Key Individual Accountabilities
Strategy
Define and maintain corporate engineering standards, design guidelines and technical rules for chemical plants
Benchmarks with international codes and standards like ASME, API, NFPA, ASTM, ISO, IS, BIS, OSHA, GPCB etc
Harmonies rules across disciplines among process, mechanical, piping, electrical, instrumentation, Civil EHS etc
Approve deviations and manage controlled changes to technical standards.
Financial
Standardization of specification will avoid overdesign and reduce project costs
Vendor qualification and rule driven procurement will ensures cost effective sourcing without compromising safety and quality
Approving value engineering initiatives to get a balance among safety, reliability and cost.
Defining rules for energy efficiency, material utilization and utilities will reduce operating cost over plant life cycles.
Customer/ External Orientation
Ensure that all communications from the department to customers is prompt and courteous.
Work with external clients in a professional manner to deliver agreed level of service with context set by Senior Management.

Facilitate initiatives for training need identification and building requisite skills & competencies through systematic training & skill up-gradation initiatives for the team.

Core operational accountabilities
Process Improvement:
Provide technical authority role in BEP, FEED and Detailed engineering phases
Review project designs, vendor documents and contractor deliverables for compliance with rules
Support operating plants with trouble shooting, modifications and debottlenecking guidelines
Approve process/engineering philosophies for critical systems like pressure relief valves, inerting , shutdown etc
Build a knowledge bas of lessons learned from projects and plant incidents.
Conduct training sessions on technical philosophy, safety standards and technical governance.
Participate in industry forums, regulatory consultations and standardization committees
Continuously update rules to reflect technology advancements, regulatory changes and sustainability goals.
Process volume, equipment weights, Electrical load list, instrument list and control philosophy etc to be generated as a standard documents for all new projects.
Develop, support and promote standardized systems and processes.
HAZOP study and safety audit of the system
Interacting with technology/equipment suppliers for achieving performance parameters.
Risk Management
Ensure all new projects and modification comply with local statutory requirements like pollution control, safety, pressure vessels codes, hazardous chemical rules etc.
Conduct gap analysis between existing plant practices and global best practices
Lead technical input for HAZOP, SIL, LOPA and risk assessments
Define minimum safety , quality and operability standards.
Quality, Safety and Environment Observation
Define minimum technical standards of all project items to ensure reliability of plant facilities once it comes under operations
Approve technical rules for testing, calibration and inspection frequency of critical equipment
Capture lessons learned from input material quality deviations and update rules to prevent reoccurrence.
Provide governance for vendor quality standards for material of construction, fabrication and testing methods etc.
Play a role of safety custodian under process safety rules for relief valve sizing, interlocks, emergency shutdown logic, inerting and venting etc.
Define design safety margins for temperatures, pressures, load etc to protect against operational upsets.
Establish rules for emission, effluent and waste handling in compliance with GPCB, CPCB and other regulatory bodies as applicable for a particular projects
Introduce rules for solvent recovery, water reuse and energy conservation to get an overall reduction in environment footprint.
System Management
To ensure implementation of Integrated Management System, British Safety Council, Responsible Care procedures and systems like TQM, TPM, KAIZEN, SIX Sigma for the function.
Review audit reports and plan for improvement

Technical & Behavioral Skills & Knowledge
Qualification:
BE/ME Chemical with minimum 15 to 20 yrs of experience in a broad range of technical and Operational roles in
Technical Services. Working in Chlor-Alkali manufacturing organizations will be added advantage.

Knowledge of the latest technologies currently implemented Industry in the field of process technologies and
engineering practices on material movement, energy management, heat-transfer and mass-transfer equipment
Should have knowledge of Environment, Health & Safety requirements.
Ability to present the findings in a clear and concise manner to top management
Good command on tools like 5S, TPM, TQM, Six Sigma etc.
Good analytical skills, analyzing processes and applications, to bring in changes resulting in cost savings, energy
savings and enhanced operational efficiency.
Should have exposure of SAP.
