KEY RESPONSIBILITIES:
HSE Engineer, will be based at project site. He will be supporting and managing Environment, Health & Safety (HSE) activities for the project and directly reporting HSE lead. He will closely work with the construction team and with general contractors and Key Vendors to ensure implementation of HSE plans, practices and ensure compliance with RIL HSE procedures and process including control of High Risk Activities such as heavy lifting using mobile crane and cranes, excavation, trenching, Hot Works, electrical Installations, working at heights using scaffold and Confined Space, Material Handling .
Main Responsibilities:
· Implementation of RIL HSE policies, standards, procedures, and construction specific plans for the specified projects and Manage HSE regulatory compliance for projects with in-depth knowledge of BOCW and relevant regulations.
· Develop and deliver HSE training material and trainings to the affected including staff, contractor(s) and management team.
· Conduct trade specific and High-Risk Activities training and coaching as per schedule. · Have good experience in managing ‘Fit-out’ work of a greenfield projects.
· Plan and Lead incident/accident prevention activities and programs to develop proactive HSE culture.
· Maintain and review HSE performance data, perform data analysis to identify trends of Near Misses and Potential Incidents (unsafe behaviours and conditions) and areas to focus for improvements.
· Provide HSE leadership and oversight for construction activities the projects and support Project managers to manage risks continuously review HSE plans and implementation.
· Organise and conduct weekly, monthly HSE meetings with project HSE teams and track action items.
· Support incident/accident investigation to gather facts, conduct root cause analysis and recommend preventive and corrective actions.
· Review and uphold site HSE plans, Permit to Work system for High-Risk Activities, Job Safety analysis for construction and conduct kick of meeting with new contractor.
· Conduct site inspection and audits to ensure compliance, implementation and feel of safe behaviours and practices at project sites; and maintain the observation tracking record.
· Review Contractors, Job Safety analysis and Construction activities plan, identify the weakness and gaps and challenge the feasibility and practicality of controls.
· Develop and drive strong proactive HSE culture & safe behavior.
· Lead, Manage and Mentor Contractor HSE Sup. team to enforce safe practices and reduce noncompliance.
EDUCATION QUALIFICATION ·
B.E. / B.Tech / Diploma in Engineering. · Advance / Post Diploma in Industrial Safety from affiliated institute from State technical Board / state government university Only. · NEBOSH IGC is advance. · Note: Apart from above mentioned qualification shall not apply.
WORK EXPERIENCE (Minimum years of experience required)
• More than 6 - 15 years of experience in managing HSE activities for construction of large infrastructure projects as EPC/PMC/CLIENT.
• Hands on experience of manging and reviewing HSE risk and controls for construction high risk activities such Excavation, heavy lifting, , Hot Works , Working at Heights, Confined Space , electrical etc.
SKILLS (Technical aspects)
• Fair knowledge of ISO14001, ISO45001 and OSHA.
• Strong understanding and knowledge of compliance with BOWC and other statutory requirements.
• Good understanding and implemented of EHS standards at an engineering industry and at construction projects.
• Strong Contractor/suppliers management experience and able to interact and communicate effectively with senior level management. • Self-motivated with excellent written and verbal communication skills to drive HSE initiative at the construction project with innovation safety mind.
Soft Skills and others • Strong Communication skill (both written & verbal) and ability to effectively manage and motivate colleagues. • Very good prioritization skills to balance key priorities • Experience in working with physical, virtual and remote teams
